Submit Map: Nearby Maps indicator loads after URL is entered

Once you enter a URL in the Submit Map page, the "Check For Duplicates" button automatically checks to see how many maps are nearby within 0.2km -- the distance at which duplicate detection kicks in. The text of the button will change to "X maps within 0.2km".

Today's update extends a previous update where the State and Country get "guessed" based on the URL once it is entered.
