You need to use the Google Maps Interface. If you need help navigating in Street View, see Google's Street View User Guide.

Once you find the scene you want to submit, create a thumbnail as described here.

Click "Link" and copy the URL to clipboard. Paste into the URL field on the VGT Submit Map form. Complete the form and submit.

Street View maps should have at least one Street View category. An additional category may be added for clarification, i.e. a celebrity home should have the Buildings - Misc category under Street View as well as one of the Celebrity Home categories under Buildings.
