It's the International Mother's Day Shrine: http://www.mothersdayshrine.com/
Any guesses? I was thinking wedding, but 18 attendants seems a bit much. Plus there's a little girl in a frilly white dress that's way too small to be a bride. Maybe a midget wedding...

My wife says it is a wedding party. (I know from experience that she is ALWAYS right.) She says they are waiting to go in. In as opposed to out because coming out they are always a mob but going in they have a prescribed order. The children are the ring bearer and flower girl.
