Bing Birds-Eye View map URLs are now decoded

Hi everyone,

I've made a small change to the Submit page that will hopefully reduce some of the frustration of submitting BEV maps.

Previously, with Bing Birds Eye View URLs, you would have to hack the URL to get the coordinates (latitude and longitude) from the Aerial view and paste it into the BEV URL. I've updated the Submit page to decode the Bing BEV URL coordinates so you don't need to do this step any more.

Previously, you might come across this Bing BEV URL:
http://www.bing.com/maps/?v=2&cp=skh4pmgzpny1&scene=15559594&lvl=1&sty=b

And you'd have to hack it to this:
http://www.bing.com/maps/?v=2&cp=51.501041481481~-0.1244735802469&scene=15559594&lvl=1&sty=b

Now you can just input the first URL and the submission will go through OK.
