Also, I've noticed that two Google Cars made the trip between Deadhorse AK and Fairbanks AK, lots of Street View with one or the other in view.

Try calling WAKZ radio at 330-965-0057.
Wikipedia says they operate (probably just their antenna) out of the site. It looks like an abandoned communication site now. From the debris in the photos the local law enforcement agencies used it for some training too.
