Its on Eglin AFB. Each cul-de-sac has a small number of buildings. Some look like suburban houses, one has an airplane, one maybe a tower, one just a vehicle in the center. Maybe some sort of tactical training? Odd.

This is Eglin AFB site C-87, used as an IED detection and disarming training area. Each cul-de-sac has one or more mock buildings (library, bank, school, farmhouse, airport terminal, etc.). Further info: http://www.military.com/NewsContent/0,13319,83167,00.html
