This is the site that was reported in Jane's Defence weekly as the site of the SOUMAR cruise missile site and launch of a "test" vehicle. JDW says that the testing was probably completed by August 2014.

Yeah, Iran got a couple of them from Ukraine and they have "successfully" reversed engineered them.
