Atop the stairs is where sinners are judged by the gods and crowd gathered below.

This isn't the film location for the Great Sept of Baelor. The Great Sept film location was in Dubrovnik, Croatia. The building itself was CGI, but the staircase is in Dubrovnik.

Actually this was it for only one season. Lots of locations were used for the “same” place.
