It is definitely a small jet. See the blue blur next to the jet, like a shadow? That is an artifact of the camera that takes these pictures. It takes a high res B/W shot qickly followed by a color shot. When fast moving objects shit position between the two shots the blur is seen.

Based on the ID chart at and a measurement of the wingspan (56ft) this is a Cessna Citation 560xl:
