More to the ENE and WSW. Looks to be a disused military base and airstrip.

In the center, translated, the words are "Always Ready" and "We Will Win". The coat of arms is the symbol of the Ministry of Defense; a llama, tree, and cornucopia.

One over to the NE, an MTU-20 is a bridge-laying tank, used in assaults, and of Russian origin.

Two over to the NE, the sun and sword is the symbol of the Peru Army.

One over to the SW, the word above the tank is "Armored".

Two over to the SW, the crest there is a mystery. Probably that of a battalion, possibly a defunct one.
