It is a communications facility. The smaller round spots are pads for antennas anchors (the antennas are long gone. Note that if you place another small circle where the building to the SW edge is then the small pads make up three perfect triangles. The antenna would have been in the center of the three pads. The large circle is a clearing for other antennas. |
