I found it while looking around Chesapeake using WikiMapia http://www.wikimapia.org/#y=36568697&x=-76274391&z=12&l=0&m=a

I googled for more info with little luck. I only found a 10 year old news item on Virgina Tech's site http://scholar.lib.vt.edu/VA-news/VA-Pilot/issues/1997/vp970116/01160316.htm

That agrees with what I've found. It is a training facility for the "Marine Corps Anti-Terrorism/Force Protection" company.
