Description: This ship is apparently losing oil or maybe some kind of fuel. You can see smaller ships trying to drag the leaking ship out of the harbour.

Pdunn's picture I think rather than oil, it is sediment being kicked up from the bottom of the harbor as the tugs maneuver the ship for its departure.
