Alternate Aircraft Ramp?

Interesting place for an aircraft ramp, between two sections of long flat highway.

I know that there are several places along the highway between Osan and Soul (S. Korea) which are designed as alternate runways. Could this be the same idea?

Or maybe it's just a place for helicopters to set down because of the barracks off to the side?
