These are steel storage tanks, apparently empty and rotting, rusting, and collecting rainwater (causing weird circular shapes).
And this is almost certainly the former

Either that, or its a Tesoro oil refinery, which is also in Mandan. Considering its state, and its location to the train tracks, I'm guessing its the BNSF facility.
