My guess is either a inflated figure of some sort or it's got nothing to do with a humanoid figure, it just happens to look like one from above. A floating dock with several lines sticking out, etc.
I'd say it's definitely an inflatable; with the yellow shirt and hat, one can't help but think of Curious George character, the Man with the Yellow Hat, but I think he wore yellow pants as well.
It also appears that he is restrained by a floating retainer of some sort; and are those three large blue tents along the shore?

i actually lived right near this for a period of 4 months. drove by it almost every day on the gold coast highway but saw nothing unusual in the water. the lines in the water are a roped off swimming area i know that much and there is a large kids play area just off the shore. that may explain it.

It is not a hoax. The structure that you can see in the image is real.
It can only be described as a large plastic pontoon in the shape of a man.
It sits in the enclosed swimming area (seen from the photo)
in the "Southport Broadwater" area of Queensland's Gold Coast.
It flots about a metre above the water.
Bacically, it's there as an amusment for kids to swim out there and jump off. (Which I have.)

This is a floating pontoon for the kids( and adults) in the Southport Broadwater Swimming Lagoon at the Southport Broadwater Park Play area Marine Parade Southport on the Gold Coast. The pontoon is made up of several pieces which have been put together in the shape of a man - originally without a hat but that has been added. A very popular area enjoyed by local families and visitors to the Gold Coast all year round. He is called Sam and I had him done as an added feature for the area.

I also have seen the pontoon. I stayed in a motel nearby and I looked at the area in Google earth before leaving. While I was there, I looked out of the car window and the last couple of posts are correct. There were kids all over it and it was definatley not inflatable and definatley not a hoax.
