In the Season 5 Eps 7-8, this area serves as the backdrop/staging area for Rick and the others to lure police officers in order to learn more about the situation at Grady in hopes of rescuing Beth. They use Noah as bait to lure them in and Rick kills one of them as he tries to escape.
