I Googled it, but came up empty. Sure looks like a reactor vessel to me, however. Looks like they intend to do their reprocessing underground by the facililty to the north east and the exstensive ttrenching to the plant's immediate east

It's the Kumho Nuclear power plant which was to consist of two light water reactors being built with international assistance. Work ceased in 2006.
