The town of Playas was built in 1972 by Phelps Dodge to house workers for the nearby Hidalgo smelter. The smelter shut down in 1999, and nearly all of the families left. Using a grant from the Department of Homeland Security, New Mexico Tech bought Playas in 2004. It now operates as a counter-terrorism training center.
