Race car on the roof

An old open-wheel race car is on display of the roof of Billings Rebuilders. The business rebuilds starters and alternators and is owned by former race car driver Dick Billings.

I believe this is a USAC Silver Crown car from the 1980's or early 90's. I found reference of a #46 driven by Dean Billings in a few Silver Crown races in 1988. Dean, Gary, and Dick Billings were well known for racing midget cars in Wisconsin.
