Description:Are these the NSA satellite downlinks? Lots of other large and small radomes to the S and SE.

"1976 - The first KH-11 satellite was launched Dec. 19...it transmitted signal via relay satellites to ground station at Fort Belvoir VA 20 miles south of DC."

Yes, those domes house all manner of satellite antenna, possibly NSA but not necessarily.
