The current version of the San Carlos de Borromeo Fortress was completed in 1684 for protection against the constant threat of pirates. The original was destroyed by the Dutch in 1662. In 1816 the fort was used to hold the revolutionary Luisa Cáceres de Arismendi. Today the fort is a renovated museum with memorabilia from the Venezuelan War of Independence and de Arismendi.
