In the Netherlands there has been a lot of cases with violence against other people like foreigners (immigrants), homosexuals and so, and as a protest against these violences when going out in the streets this sign was set up in 2008 by people against this violence.

The sign in Dutch says: Je maakt soms meer lawaai dan je denkt.
That means: Sometimes you make more noise than you think.
