The area to the south is used extensively for chemical and biological agent testing. Perhaps this is related to those sites.

Very likely is, or was, a chemical or biological warfare test range. Dugway still does agent testing and dispersal tests. Most likely the agent, whether real or simulated, is released at the south end of the range and monitors are placed at the ends of the points for cloud dispersal monitoring.

I believe this is an old bombing or strafing range on the UTTR. Your other assertions about Dugway are wrong.: It does not test actual agent, or disperse it, outdoors. Dugway tests defenses -- and defenses only -- against chemical or biological agents. To do this outdoors, it uses simulated agent that poses no threat to humans. Most testing of detectors, decontamination systems, protective clothing, gas masks and respirators, and so on are first tested extensively with simulants. If the item passes simulant tests, then it may be tested with actual agent. If real agent testing is required, it is done inside filtered buildings, within filtered chambers that are in filtered labs. Dugway tests only defenses against chemical or biological weapons, not the weapons or systems to deliver them.
