It's not the only one. Google "Oil City WA" and you'll see another town that never existed, but still shows up on every map I've seen.

I heard a documentary about this on BBC R4. Cartographers used to slip in a ghost town here and there. Should the maps later be copied by other map publishers and passed on as their own work, the appearance of a ghost town could be used to prove the crime.
