This place is certainly part of Ft. Belvoir (US Army) which is home to the Defense Technical Information Center, the United States Army Intelligence and Security Command, and the Defense Threat Reduction Agency.

It is not part of Ft. Belvoir. It shows up on maps as a Coast Guard installation.

It has the layout of a detention center. Features such as the walls in the interior courtyards with, the wide open space between the buildings and the double layered chain link fences, the posts in the corners by the fences all are consistent with a high security prison. That's just my take on it.
