Description:The shape and desing of the vessle seem to match that of a USCG Buoy Tender, also considering that it seems to be heading towars the object above it, which looks like it could be a buoy. If it is a tender based on the location i would guess it is the USCG Frank Drew (WLM-557) out of the Portsmouth station.
