That's actually Norfolk Naval Shipyard, in Portsmouth, Va. The river is the Elizabeth River and part of the inter-coastal waterway.

Anonymous is correct. The carrier is the USS Theodore Roosevelt (CVN 71). The ship to the north is the amphibious assault ship USS Kearsarge (LHD 3). A second LHD can be seen in the drydock to the south.

The ship in the drydock to the south is actually the USS Nassau (LHA 4). The only other LHA on the east coast, the USS Saipan (LHA 2) is up the river at the naval base.

Check out this scene on Google Earth and you'll see the large 75 on the bow of the carrier, meaning this is actually the USS Harry S. Truman (CVN 75).
