Years ago, it was against federal regulations to directly connect interstates and toll roads. While that rule has subsequently been eliminated -- Pennsylvania has never been able to directly connect I-70 to the Turnpike due to pressure from local business owners who make revenue of travelers. Thus traffic on I-70 must travel through two red lights on US 30 to/from the Turnpike.

The labels option was selected for the purpose of making the viewer aware of how these roads were configured -- and thus why it is an oddity on the interstate system.
