I think it’s an empty reservoir. The oval shape is the embankments. |

I agree with jbottero. First if you look closely at the car tracks around the rim it isn't like a track. Second if you google for pictures of kite surfing here you find them all out in the dusty lake bed, not on a track. In fact i think there are a couple up to the NNW if you look closely. |
