William Cooper (May 1943 - Nov 2001) was an American writer, shortwave broadcaster, and political activist. He served in the Air Force and the Navy, and was a Naval Security and Intelligence officer for much of his millitary career.

Cooper is perhaps best known for his 1991 book "Behold a Pale Horse", which details many of his claims about various conspiracy theories. Written after Cooper had been a member of a US Naval Intelligence briefing team, the book details Cooper’s claims about the influence of UFO's on the US government, the New World Order, the assassination of President Kennedy, and the Apollo Moon landing.

It should be noted that Cooper predicted the occurrence of the September 11th attacks 3 months before they happened, in June 2001, following a CNN interview of Osama Bin Laden in a cave in Afghanistan. Cooper noted that Bin Laden was on a CIA execution list, and that the likelihood of CNN legitimately making contact with Bin Laden before the CIA could get to him was almost nil.

Cooper was killed by local police during a firefight in November 2001, when the police attempted to arrest him on unkown charges, although there were numerous warrants out for Cooper's arrest at the time.
