The bomb exploded Friday, December 12th, 2008, at a West Coast Bank branch office in Woodburn, Oregon, a city in the Willamette Valley farmland just south of Portland.
Woodburn Police Chief Scott Russell was critically injured as a result of the blast that killed Woodburn police Capt. Tom Tennant and Oregon State Police Senior Trooper William Hakim.
