Cyclist is driving the wrong-way in a one-way street. In a head-on collision his helmet wouldnt help much. However there are some countries in Europe (e.g. Germany and UK) where you have exceptions for bicycles but only if there is a sign allowing to go the wrong way. This is often the case in roads that are wide enough to go safely in both directions but that still have only one lane.
