You need to use the Google Maps Interface. If you need help navigating in Street View, see Google's Street View User Guide.
Once you find the scene you want to submit, create a thumbnail from the SV imagery, as described here.
Click "Link" (chain icon in classic GM) (gear icon --> Share or Embed Image in new GM) and copy the URL to clipboard. Paste into the URL field on the VGT Submit Map form. Complete the form and submit.
Street View maps should have at least one Street View category.
