Yikes! Makes you feel for the Google drivers who seem to venture into even the most dangerous neighborhoods. There was also this map of a guy with a gun drawn toward the Google Street View car:
http://virtualglobetrotting.com/map/guy-with-a-gun/

The thumbnail shows the unobscured event; however, Google has since blurred out the photo—first by simply blurring the gun, but now blurring out the entire person.

I'd think a person of interest to the Mexican police would be the guy sitting on the yellow wall to the right of the crime scene.

You titled this a "Double Homicide" where is the second?

Looks like a siesta to me :)

If it's a siesta, the guy has chosen to take a nap amid bags of rotting garbage.

Assuming it is a homicide, some more armchair sleuthing:
You can tell by the fresh tire tracks in the loose sand, that the white car was the last car to enter (it's tracks are over all the others and it went in diagonally, so a trailing car would probably overlap the tracks at some point). There is a fresh bike or motorcycle track that goes parallel to the car tracks to the right, but never crosses, so we can't tell which arrived first. However, the fact that its treads go right through the piles of garbage (most evident as is travels over what looks to be a squashed yellow box) leads me to believe it was a motorcycle, and the fact that it chose to travel through rubbish rather than a more convenient route leads me to think the (a) car was already there or pursued there.

Which leads to the "Professor Plum in the Pantry with the Candlestick" moment. Travel up the road toward the amusement ride adorned with the American flag (notice the weather and dress of the passerbys: shorts, short skirts, short sleeves) Hang a left at the first street after the amusement. Stop at the Mercado on your right. The one with the guy with the BMX motorcycle, wearing gloves, a helmet, a hoodie sweatshirt -- with the hoodie (from this view) pulled tight over said helmet. Now, continue on two clicks from the market and look back at our person of interest. In this view he hasn't pulled the hoodie over his helmet, meaning he did it soley because of the presence of the Streetview camera.

There it is, open and closed case! Perry Mason, eat your heart out. Or, then again, it could simply be siesta. ;0)

I called it a double homicide because I think I can see the body of a shirtless man directly below the utility pole. It's hard to tell.

Can't a guy take a nap on his lunch break? He is laying in the shade, it's probably pretty hot there. The doors of his car are open for the same reason...and for the radio. It is clearly not another body under the pole. I wouldn't nap there myself, but I've seen a plethora of other people napping in much worse places on this site.

I'll give you that there are no pools of blood or bullet holes in the car's windows, and the people around seem pretty casual about the whole ordeal. But where's the fun in that? Where's the mystery?

Ok. If it will cheer you up...you're right, it's probably a murder scene.

It looks like high noon in the Yucatan Peninsula. It's quite warm.
