Note the shadows on the four very tall antennas.

It doesn't "feel" like these are anything covert or military. There is almost no defensive installations that you'd expct if these were important intel or military antennas.

You can also make out the three concrete foot pads fo each support cable around each antenna.

Smells like VLF to me, which would make it military related. Could be radionavigation. Can't find much on any VLF in Libya, but I'll put in some queries.
