This is Lockheed Martin's Santa Cruz Facility, whose activities include the Fleet Ballistic Missile program.

About the Lockheed Martin Facility in the Santa Cruz Mountains: It appears to still be semi active. I stumbled onto this site in a book on the SR71 spy plane. The AIr Force & Lockheed needed a booster rocket to launch the D21 ram Jet drone off the top of the mother SR71 (M21). The book showed Lockheed test personnel testing this rocket "at a test site in the Santa Cruz mountains" This got me asking questions of a fellow employee of mine that grew up in Santa Cruz mountains. He told me of a Lockheed installation at the end of Empire Grade. Turns out the picture in the book was of a test site in the LA area.
BUT Lockheed did/does have a rocket test site up there in the Santa Cruz mountain. There are 2 or 3 rocket test stands. These are no longer in use, all cable cut, etc. Also satellite tracking equipment. No idea of their current mission.
This site was built in 1957. These were rockets for US Navy use. Last time I was there, there was active security patrol. a few workers cars.
