In GM it is clearer that these are targets. Looks like they are constructed of stacked shipping containers.

What facility are these at? GM doesn't show it as a military reservation of any kind, but clearly it is...

This is the same range that was closed for a while after an F-16 strafed a nearby public school by mistake:

It seems very unlikely that we would straf a mosque - regardless of what you think about the Iraq War.
