That's not a tiller-ladder firetruck.

"A tiller ladder, also known as a tractor-drawn aerial or hook-and-ladder truck, is a specialised turntable ladder mounted on a semi-trailer truck. It has two drivers, with separate steering wheels for front and rear wheels. This truck is primarily used in the United States, especially in cities—like San Francisco and Washington, DC—where narrow streets cannot be entered by longer, rigid-bodied trucks."
