I believe this to be the site of the 17th street canal Levee Break after Hurricane Katrina. i'm not 100% certain, but it's at least a bit of a teaser.

It's the correct canal but just a bit south of the location shown in the Belo picture/link you listed above. I think the location shown in that link is right about where the canal leads into the Lake. Hard to see on today's image because of the flooding but check out this link. http://maps.google.com/maps?ll=30.021321,-90.121429&spn=0.008172,0.014616&t=k&hl=en

You can see the red roof of one of the buildings as well as what looks to be the apartment/condo complex shown.
