I think there may be an optical illusion at work here. There is a gray hue thrughout the entire airbase that makes the entire place look like it was recently obliterated. I think it is just a hue, though, and the buildings actually are intact with roofs that have shading that makes them appear to be missing.
There is no activity on what appears to be the military side of the airfield, but what appears to be the civil side is active. Also, the SU-21 was an interceptor and the base is located close to the East coast of Russia, so perhaps a former, but now abandoned base?

Anadyr was home to the Su-15TMs (not Su-21s - no such thing) of the 171st IAP until 1992. The PVO area of the airport has been abandoned since then, and the alert hangars do not have a roof now. The aircraft are also abandoned and are trashed.
