Don't know why this was targeted. Looks to be a civilian structure next to a residential neighborhood. A weird looking set of domes across the street were also damaged, I don't think it was a mosque. From pictures posted on GE, it looks quite civilian in nature and one can see the damage done to some structures and blown windows.
