It's a C-130 for sure, but as far as I know all the Compass Call variants are based at Davis-Monthan.

I agree, it's not an EC-130H Compass Call bird. See this link: http://www.af.mil/factsheets/factsheet_media.asp?fsID=190

There are two very prominent fairings on each side of the aft fuselage which should be clearly visible at the resolution of the GM photo.
