These F-18's are part of VFA-2003, The Blue Dolphins (Deestablished in 2004). The Blue Dolphins were a fully operational and combat ready Hornet Squadron, whose primary purpose was to deploy on short notice to crisis situations. Another key component of their mission was to act as adversaries to squadrons training for deployment. While the article doesn't say so directly, I imagine the odd camo Hornets were the Blue Dolphins' Aggressor Squadron, painted that way to mimic possibly adversaries.
