There is a tower at the tip of the arrow. Must be some kind of test range.

I think this is a Radar Cross Section facility or something similar.

It is pointing directly to Austin, TX.

Funny, It's just a few degrees off of the Capitol in Austin, TX and a few degrees off of the Trinity Site at White Sands Missile Range as well.
