It looks like the Street View car slid off the road. Looking behind the car, you can see the car's tracks in the middle of the road and an abrupt path to the shoulder. Go back a few scenes, and it appears that the driver may have briefly crossed the center line. Go back several frames, and you can see the Street View car was driving much faster than the SUV he/she was following.
Neat shot, I enjoy how the snow complements with the evergreen forest in mountains. After all, Washington's isn't called the Evergreen State for nothing.
