Headington Hill Hall was built in 1824 for the Morrell family, local brewers. The family owned the estate for 114 years.
From 1939, the property was requisitioned by the government for use as a military hospital during World War II. After the war ended, the Hall became a rehabilitation centre. It was run by the Red Cross and the Order of St John. James Morell III sold the property Oxford City Counsil in 1953.

The publisher Robert Maxwell, father of Ghislaine Maxwell, leased the building from the Oxford City Council for 32 years.
