It IS a bus with guards. But it isn't the bus in the More Info link. Look at the 'hood ornament' or whatever it is called on a bus.

The bus on the Link is a TaTa and they are made in India, and to my geography knowledge, India and Mexico is in 2 very different parts of the world.
And the map is missleading, looks more like a routine roadcheck.
