It's very common in that area to encounter multiple well openings following the path of an underground aquafer. I think that is what you are seeing here.

pdunn is right on. Google qanat or kareez. Pretty common in Afghanistan

Not a bombed out road, but a means to move water through the desert to where they need it. Very common in this part of the world.
