Might be an old "Pennsylvania Train Ferry" related to the Erie Maritime Museum just a few hundred yards to the SE. Their web site doesn't mention it though.

That's the old Landsdown, a railcar ferry that spent some time tied up at the Detroit waterfront. It's now resting 12 feet lower, at the bottom of the bay. http://www.boatnerd.com/news/newsthumbs/images06/LANSDOWNEsA-rmn.jpg

What a sad ending to a fine ship. Saddest of all is the fact the locomotives went down with it.

Not futuristic locomotives. Old Milwaukee Road beavertail observation cars.
